Something looks incorrect in the boot process then. If it is on Ubuntu 64 I wouldn’t know where the problem might be.
As a workaround, does “ip link set wlan0 down; sleep 1; ip link set wlan0 up” work?
If it does revive the WiFi link, then perhaps you can shove these commands in /etc/rc.local temporarily...
