I'm setting up a bunch of Pi3 for a community center for Developmental adults. so far it's been a huge hit but we want to make sure they're working on goals and not playing games or wasting time. outside of an hdmi splitter, is there software to allow screen monitoring? There are always job coaches and instructors there so someone would be able to see what others are doing.

You can watch with RealVNC in viewer only mode.

There is the fantastic Epoptes software which does just that from a central console - http://www.epoptes.org/.
It can be though a bit of a pain to install with standalone Raspbian though.
Of course, is included with a one click installation with PiNet :D http://pinet.org.uk/
