Best 12V to USB Power Converter

I have a photo frame project where I take power from a 12V power brick, take 12V to a old laptop display and step the power down to 5V vua a module like this https://www.amazon.co.uk/4-USB-Port-Ste ... HQNEC16KWF
I take the 5V USB output and use it to power a raspberry Pi 3

It worked for a while, but now the pi is continually rebooting. Plugging in a USB voltmeter it appears the USB voltage adaptor is ranging between 4.77 and 6V.
My question is therefore has anyone got a recommendation for a bulletproof 12V to 5V USB power supply that will remain stable for period of time?

For dc-dc conversion I use the LM2596 buck converter like these

but you will need to add you own USB lead and set the output voltage to 5.1-5.2V before connecting to your pi.
