Has anyone had a chance to test if the official POE hat works with the new board?

Yes, all our own HATS were tested and proved working.

The Pi 4 supports 3A but the current PoEHat only supports 2.5A... are there plans to upgrade the PoEHat to 3A?

Hi,
Im using an official POE hat on a Pi4 4GB and i have the same problem
Not possible to shutdown the device... not via 'shutdown -h now' or via shutdown in VNC remote
So not sure if this is a software issue in the new release??

it works but the PI4 does not turn off when shutting down.

I'll find a PoE HAT (lent mine to someone) to test this out. Sounds odd!
