PoE HAT Class 2 / 3 ?

Hello community,

I want to use the PoE HAT to supply my Raspberry Pi 3 B+.
In the datasheet it is written that the PoE HAT is a class 2 (4W to 7W) device with output power of 5V DC / 2.5 A, so 12.5W.
But 12.5W belongs to a class 3 device (7W to 13W). Is this a mistake?

I want to connect the Pi Cam NoIR and another simple Webcam.
Does the real classification depend on the peripherals, so the complete system?

I want to use the DGS-1100-05PD Switch to supply the Pi and another PoE Cam (2.7W).
The switch categorizes in classes and then decides whether the connected devides can be supplied or cannot.
A class 3 specification would be too much for the switch.

Does anyone have experience with that?

There are various standards of PoE; this HAT uses the most common standard 802.3af, which allows delivery of up to 15W.
