Hmm I have a few thoughts about this.
1) Ok The photo is not very clear but It looks like the IC's are soldered into the PCB.
The idea of the buffer chips is to protect the RPi. If you blow them on the kit version it just a case of unplug it and stick a new one in. A soldered IC is quite difficult to remove without damaging the PCB for a beginner.
2) I'm not an expert on EU laws but as this is a complete board, I would expect it to need to be CE marked (Like the RPi). (Kits i believe are exempt)
3.)It should be tested so it will work out the box. Maybe this is better for the novice (Soldering the SMDs may but some people off, but the ideas of building your own may get the person into building other projects)
