BCM 0 & 1 on a Pi 3

According to https://pinout.xyz, BCM 0 & 1 are generally reserved for I2C.

Other resources seem to show these connections as unavailable for general IO purposes.

Can they be re-assigned for general GPIO use?

This is used for HAT detection. But if you do not need this feature you can reuse them.
