Powered USB Hub for 4 Controllers on Raspberry PI 3 B+?

I am looking to purchase a PI 3+ for emulation. It is going to Have a Pimoroni Picade Hat for one player, a Zero delay USB board for another. Those two are always going to be plugged into the PI itself as they will be in an enclosure. I will also extend the remaining 2 USB ports outside the encloser so USB Game controllers can be used. My setup would only allow a maximum of 2 players at once however. Should the PI's USB ports be able to supply enough power for this situation or do you belive I should purchase a Powered USB Hub?
