8x32/weather station/raspberry 3 raspian lite

Ok im new to this LED matrix display deal.
My goal (as ambitious as it may seem), is to create a weather station via a AM2302 (DH11) In a weather proof container of course. Create a news ticker if possible and display local time on a 8x32 led matrix (bought it on Ebay) does not seems to have a LED driver like a HT1632C or alike. What would be really cool is if I can also live stream the raspberry pi camera showing outdoor conditions. I have no problem retriving data from the weather module but the whole displaying on an 8x32 red led matrix is a bit of a difficulty in code and programming via the raspberry pi itself. I have Bread Boards and jumpers out the ass and i solder as a profession So I just need a good direction from someone.

gonna be honest.... doesnt seem like alot of people here have knoweledge of this type of thing. The code is old and corrupt.The weather station is cake. but 1088AS matrices are apparently not a common 8x8? and the drivers of a library that auto pulls from a AD2302 and a news ticker and Local time seems like its beyond the raspberry pi 3's capabilities.

I have the same LED matrix and it's composed of 4 MAX7219 controllers connected in a cascade fashion. It's quite easy to control over SPI. I just started programming it yesterday by reading the datasheet and in a few lines of code created a scrolling display (without external libraries). I started by writing code for Arduino, but will work on Linux/RPI today and publish it on my github repo when I'm done (https://github.com/bitbank2). Here's a video of it in action:
