Exposure time stays at 1/6173 s

My Raspberry Pi Model B with a camera board is in an area where there are frequent short power outages, which makes the computer reboot. If it is dark when this happens, the camera exposure time goes to 1/6173 s and stays there until the camera is restarted in bright conditions. I'm using the option -ex night, which should enable the 1/4 s exposure time, but this does not happen if the camera is started in dark conditions. If it is so dark that the exposure algorithm can not figure out what to do, then it should use the longest available exposure time and not the shortest one. Has this problem been seen by others?
