Will this camera live streaming to web page code always be running even when a client is not watching?

I am going to be live streaming a raspberry pi camera as a security camera on a web page. ( Code below) How much data will it use? Also, will the live stream only be running when someone is watching? Thank you!

Code: Select all

Code:

import io
import picamera
import logging
import socketserver
from threading import Condition
from http import server

PAGE=
"""\
<html>
<head>
<title>The PlantCam</title>
</head>
<body>
<center><h1>The PlantCam</h1></center>
<center><img src="stream.mjpg" width="640" height="480"></center>
<script type="text/javascript">
var idleTime = 0;
$(document).ready(function () {
    //Increment the idle time counter every minute.
    var idleInterval = setInterval(timerIncrement, 60000); // 1 minute

    //Zero the idle timer on mouse movement.
    $(this).mousemove(function (e) {
        idleTime = 0;
    });
    $(this).keypress(function (e) {
        idleTime = 0;
    });
});

function timerIncrement() {
    idleTime = idleTime + 1;
    if (idleTime > 2) { // 3 minutes
        window.location.reload();
    }
}
</script>
</body>
</html>
