Stream + Stills

I'm having trouble figuring out - or maybe I just don't have the right software - how to get everything I'm looking for from a standard RaspiCam on an RPi3. I'm using Netcam Studio on a Windows machine, which can capture the uv4l MJPEG stream, but I also need to take a snapshot JPG every 3-5 minutes or so. I've tried MotionEyeOS, RPi Cam Web Interface, the regular raspicam utils, and some other stuff that didn't work. They each have pluses and minuses. The real problem is that only one app can access the camera at a time. Does anyone know if any of these can be made to do all this at the same time:

- provide an MJPEG or similar stream to a standard web browser without a plugin
- allow Netcam Studio to capture and re-serve the stream
- periodically and automatically capture a still JPG image (for use as a weather cam image via http)
- possibly use "motion" or something similar on the RPi3 (although I can do this in Netcam Studio)

With UV4L you can take Stills while the MJPEG video is in progress. The URL for the Stills tyically is:


where delay_s is a delay in seconds since the HTTP request is made. However, I think the resolution will be the same as the video.
