I'm thinking I should get started on some small program to keep my skills up to date. Since I'd really like to get a R-Pi it seems a good idea to program something that could be used on it. What language and GUI toolkit/framework are the least memory consuming? If I can do regular stuff like popups, menues, text fields and the like it will probably fill my requirements.

There are too many of them out there. The low memory ones tend to make things look really really ugly. The decision should be based on your desktop environment and also the language you're programming in.

Many will probably call foul on this one, but I personally like the Tk toolkit quite a bit. It has bindings in many popular languages (Python, Perl, Ruby and obviously it native Tcl). It recently had a facelift which improved it's appearance under Windows and Mac(now native looking on those platforms) greatly. On Linux its still looks very much like X11's Motif out of the box, although slowly they are trying to get native GNOME and KDE themes.

It's a lightweight and easy to use GUI toolkit, that has a couple of very powerful and interesting widgets(Canvas, anyone?).

Just a recommendation, but I agree with ShiftPlusOne the decision depends on what language you're using and the target platform.

ShiftPlusOne is right - there are so many to choose from. In addition to Tk, Qt Quick and clutter are worth a look.
