clustering Pis with manual generating some time latencies

Hi friends,
I wanna create a cluster with 4 pis but in my own way:
1- I wanna make the cluster dynamic in terms of varied number of Pis (from 1 up to 4 = cluster with 2, cluster with 3, cluster with 4, I don't wanna use the instructions from scratch any time i wanna change the number of Pis)
2- create latencies between Pis communication . With default cluster, the Pis will have minimized communication . I wanna create some overhead among them ; make the system like a distributed fog node in a city. I hope it makes sense.
I am keen to hear your ideas, thoughts.

For latency you could use Linux Traffic Control.

As to the other question, what difference do you make between a cluster and a network?
You could look at OpenVPN or at WeaveNet, and anything in between...

You mean I should use Linux after creating my Cluster??

I mean after creating my cluster , creat some latencies between Pis communication to see how latency will affect the task runtime execution time?

OpenVPN and WeaveNet are suitable for creating network of Pis?
are these avilable in linux ?
back to your question the cluster is a network of connected Pis without any time latency.
the network is a network of Pis with some latencies.
if I create some latencies in a cluster I can somehow simulate the network but with more dynamism.
