GPS with Raspberry Pi

The goal of my project is to use Raspberry Pi with Linux installed. The R-Pi will use a GPS and an open source mapping tool to generate paths. Now these paths will be used to guide a vehicle. What I need help with is that is Linux the best option there is to achieving this goal or is there an another way? Also I would be really grateful if you can mention an open source mapping tool I can use. I am open to all suggestions. Thank You!

Not sure i can comment on the rest but you might want to look at openstreetmap.org

Rather than negativity think outside the box !
RPi 4B 4GB (SSD Boot)..
Asus ChromeBox 3 Celeron is my other computer...
