Home automation / Nest type device. There a few projects, and commercial products for this already, but quite a good use for Pi as IoT controller. Interface it to appropriate interface devices and write some nice GUI to control it over the internet.
Portable oscilloscope.
There are few of these around. You would need analogue input. There are super cheap Mic input apps on Google store, an Pi has no Mic in, so the low end is covered. Not sure if there is a sweet spot to go for. High performance on a budget? DSO201 / DSO Quad are below your target price and perform well. A larger touch screen would be a bonus.
Electronics and learning are bread and butter for Pi as it is. You could try the kit route, like Kano or Maplin starter kit and put kits togther that are more advanced than the typical.
I've thought about something like this (not a tablet) and concluded it wasn't viable.
