Should a case be dc ground or earth grounded

My case is a moded PSU with 2 wall worts crammed inside (12v/5v)
Currently i am using a 2 prong ac wire, but i could switch to a 3 prong, but if i do should the case be earth ground or dc ground?
at present the case has no intentional ground connection ac nor dc

The RPi GND should NOT be connected to your household earth. So just connect any RPi peripherals to the DC 0V on pin#6 (and others https://pinout.xyz/pinout/ground).

I mean the case not the pi, the case has no connection

This is a very good question. If your Pi is in an environment where there is a risk that the high voltage inside a Pi could cause damage then the case should be connected to earth to protect the user.
But the Pi runs a very low voltage so there is no risk involved (unless you are oprating the Pi while someone is doing open heart surgery at the same time).
So grounding the case to anything will just make ground currents possible. I would not connect the case to anything.

in other news TIL i need to get some washers for my case fan as my fat ass cat will bend the grill so that it touches the fan

If mains goes into a metal case (or if there's any metal that can be reached by a small finger), then the metal must be connected to mains earth.

Mains earth is protective; it does nothing until something goes wrong.
When the pvc insulation on the mains wiring gets abraded so that the live wire touches metal, that's when it's a life-saver - literally.
