Perhaps the drivers on the pi aren't working properly. I'd try a different camera (perhaps the pi camera)

So maybe I need to install/re-install a driver for it?

I was looking at http://www.ideasonboard.org/uvc/ to see if my HP webcam is compatible with the Pi. I found this one: HP KQ246AA 8.0MP Deluxe Webcam. Mine is a KQ245AA. I wonder if it is still supported?

Could you post a screen shot to illustrate the problem and find out which chipset is inside i.e. lsusb

Webcam support under Linux is pretty poor I have several webcams most are too dark or don't white balance correctly which I suspect is the issue with your HP.
As far as I can it's not possible to tweaking the webcam's hardware settings either they manage to auto control exposure and white balance or not at all.

I have that cheap HP cam on sale (can't remember the model) and my blacks comes out blue/green. This is because the software driver does auto color-correction, and is obviously out-of-standard-range adjustment. The problem goes away when I open the curtain and let sunlight in. So, if you're working in a dark place, devoid of sunlight, you may want to try that.

Another problem that I see is that when I point the webcam to the TV, it came out "dotty", not at all right. I don't know how to solve that yet. I will see if the sunlight factor will solve that.

There's nothing to do but see if you can try some manual adjustments and see if it helps. Otherwise, try doing it under extremely bright lights! :)

Hardware-wise, Driver-wise: I don't know.
Software-wise: whatever the man pages tell you. I tried everything software-wise, and nothing works. YMMV.

just a thought ( probably wrong but hay ) your image looks a lot like the ghost image motion produces when you set it to show only the moving pixels, might be worth a quick check that you have not turned that on.

if I remember correctly ( not used motion for a while ) the 2 options are

# Output pictures with only the pixels moving object (ghost images) (default: off)
output_motion off

# Use ffmpeg to make movies with only the pixels moving
# object (ghost images) (default: off)
ffmpeg_cap_motion off

I try MJPG-streamer and it works very good. Maybe i must change sth in motion.conf.
