Need pi development for h.264 with digital overlay

We are looking for a contract developer to provide design and coding for a remote box with video with 8 digital inputs, where the digital input status icons are overlaid on the video content. The resulting video/digital composite is to be stored on a local SD memory, downloadable and viewable over an internet link.
