hello, I'm new to the forum
I have a raspberry pi model B
I would like to use it to manage the power garden lights and surveillance cameras.
I can use a single raspberry to turn on the lights and surveillance cameras?
I can use the program raspbian?

Certainly you can use the same Pi for both. The relay won't take much CPU (as long as you don't do something stupid in your code.)

I recommend one with separate VCC and JD-VCC inputs instead. This relay board, for example. Do note that with both your suggestion and this one, you have the current that you are switching exposed on the back of the board. If that's for example, 12v DC for LED lights, it's not a problem; just mount it so that it won't short out. If it's 115 or 230v AC, that can be deadly, and you should get the advice of a licensed electrician in your area.

Raspbian is an operating system, not a program, and it will control both just fine. In fact, it's what I would recommend for your purpose.
