Open API Light Fixtures

I'm trying to build a limited home automation for my handicapped wife using Raspberry PI. I am looking for open API light fixtures that I can control. It is in an holder house so neutral is not available in light switch boxes but I've seen wifi light adapters that plugs into a bulb socket and has a socket for an LED bulb. I just can't find something like that with an open API and I don't want to expose my house on the Internet.

Are there any open API automation systems that will work for this scenario?

Not directly open API, but phillips hue (expensive) and Ikea TRÅDFRI (much cheaper) although closed systems are based on zigbee and this video describes a way to get at them directly.
