Why are you bit-banging SPI rather than using the built in SPI interface?

Yes I mean the SPI interface on the Raspberry Pi's SOC.

There is lots of code out there to read from an MCP3204/8 from the hardware SPI interface.

Like this https://gist.github.com/yoggy/7096133
Even GPIO Zero has support for it

Apart from the SPI, it won't be simple to get heart rate information from it. You can Google Arduino code for the KEYES KY-039, and possibly port it to the Pi.
