Speed Test Pi3b+ vs Pi4b4 : LAN + USB HDD

I have an old 2.5 inch Seagate 320GB SATA hard drive.
Since it is rated at 5V 0.451A I decided to test the Pi3B+ to see if it would boot without SD Card and without a powered hub but using a USB3 to SATA cable.
I was researching SSD drives and they all seem to be rated for higher Amps.
I downloaded the 2019-07-10-raspbian-buster-full.zip image and used Etcher to install it on the Seagate.
The Pi3b+ has a slow boot process (without SD card) but the installation worked perfectly.
After doing an apt update and upgrade I decided to try a 29GB file transfer over my gigabit network.
Here are the results for the same drive in both the Pi3b+ and the Pi4b4

Pi 3b+, boot off of usb 2.5" hard drive, copy to same drive
