access the webcam of the clients of my web page

I'm making a website where users can take a picture with their webcam. in all browsers it asks you to grant access to your camera. I made a simple code, on my computer it works, but once I load it on my raspberry server, it does not ask for any access and it does not work.

im using apache

Do I have to install a package or what do I have to do?

Your pictures need to be on the public internet not on your LAN based webserver.
