Remote video stream from hotspot

So I'm trying to setup a low latency remote video stream from my raspberry pi to a PC running Windows, and I've got a decent UV4L setup with the camera module going on LAN... the problem is I intend for this to be run from a mobile hotspot and streamed to a friend's computer far away... any suggestions? Is it possible to do some sort of proxy setup so the Pi can push the MJPEG stream to a server, and the server can proxy it to the PC on the remote network? I've tried RTMP to YouTube Live, but the latency is really bad with that (like 3 to 4 seconds or more), and that's just too much for this application.

Was using reverse SSH tunnel, so this is quite appreciated actually.
