There are a few arguments against setting up a FTP server for file-transfer especially if you want it accessible on the public internet.
Are you going to just serve files or are you/others going to upload files to your server also ?

If you are set on FTP. then you can install proFTP from the repository.

I would recommend something more secure,. I like sftp. Filezilla on the client end can upload/download from the server.

+1 (especially since, if you have the SSH server enabled, then it's already there and working - I've been using that method since I acquired my first Pi ~4.5 years ago!)
Trev.
Still running Raspbian Jessie or Stretch on some older Pi's (an A, B1, 2xB2, B+, P2B, 3xP0, P0W, 2xP3A+, P3B+, P3B, B+, and a A+) but Buster on the P4B's. See: https://www.cpmspectrepi.uk/raspberry_pi/raspiidx.htm
