getting OpenELEC onto SD card with Windows PC

Anyone know how to get the OpenElec system onto an SD card using a Windows computer? For some reason, it's stored in a TAR file (I think) and I can't seem to find an image in the file to write to an SD card....

There are 4 choices menu on that page just need to select appropriate
