I should think that Mono would be more stable now and able to run on Raspbian thanks to the world of this guy:

Hi. I know this thread is now +9 months old, but do we know if this is a resolved issue? I have code from VB.Net I wrote some time ago for Windows. My computer dual boots both XP and Ubuntu, so I have already converted and debugged my earlier Windows .Net programs with Mono in Ubuntu. I have also installed SharpDevelop on XP and converted one of the projects to C# just in case. It would be great to get these packages up and running on RPI. Thanks.

I have manged to get a basic c# mvc project up and running following the instructions posted here

Everything seems to be working at the moment.

I guess that build might work for form applications as well.
