There are a lot of things you can do with bash (as well as ksh and csh), however if you want to learn about script languages in general then I would recommend reading an online tutorial.
If you have any specific questions or just want some examples to get started then ask away.

yeah, there're Bare metal, C/C++, Graphics programming, Java, Python, Scratch, Wolfram sections, what about BASH, or to be more accurate - console - specific one?

bash scripting is generic, but many of the language-specific forums here cover issues that only apply to the Raspberry Pi.
The tldp link redhawk sent is quite decent. O'Reilly's Bash Cookbook is good for finding specific solutions, rather than learning the language.

There needs to be a really really good reason to add a new forum - we have many already, and it all get a bit unmanageable if too many more are added - we've already had one cleanout in the forums life so far. Since Bash and scripting languages are very well covered 'out there' I don't think its particularly necessary. Bash is Bash, whatever platform you use it on.
What might be useful is links to external sites from easy to find places here.
