I came across https://rt.wiki.kernel.org/index.php/Cyclictest the other day, if you are interested in interrupt latencies and the like. You could also run your program under 'chrt' to give it a real time priority; still wont get what you want, but I should think your 10ms pause will be significantly reduced.
