Automatically Open WiFi Configure from Python Script

I apologize if this has already been answered somewhere, I have been searching the forums an I cannot find anything.

I have a Python script that among other things, plays an audio stream from the internet. I would like the script to check and see if the Raspberry Pi is connected to the internet (I have figured out that part for the most part) however, if you are not connected, I would like it to popup some sort of window that allow you to choose a WiFi network and connect. Is there a way to do this? I am using Raspian Jessie if that is important.
