PEP

Should I read every PEP? Also, would it be useful in reading every PEP?

In my opinion, the answer is 'no'. Some of them may be interesting but I'm not sure how beneficial it would be to your own coding.

The exception is PEP8. Read that one. It will help your coding style and help people who read your code.

Not really in my opinion. They will help you understand the background to how Python is ( and isn't ), what's going on 'under the hood', but I don't believe they are that useful in helping you learn Python.

They may become more useful as you use Python more and some may be more relevant as you progress.

I found this too it looks like a high-quality version of PEP8 http://pep8.org/
