Graphical programming

Hi,

I'm relatively new to using Linux and raspberry pi, but for a job that i'm working on i need to use the raspberry pi and a programming software to make a graphical vector meter, (which basically places a cross-hair which moves about on a x and y axis grid depending on input voltages. What graphical programming software would you recommend?.

In X? Or do you want something console (i.e. curses) based?
