Dynamic frecuency scaling

I have been playing with the frecuency scaling, activating the "ondemand" governor and setting the minimum frequency to 100MHz and have found that the scaling only set frequency either on minimum (100MHz) or maximum (800MHz) but nothing in between. Do you guys know how to set a more fine scaling?

You probably would want to switch to the 'conservative' governor then. 100MHz seems very abnormally low to me though so most any CPU load would likely trigger it to jump up higher.
