Streaming audio to local devices

Hi - looking for a way to stream audio from a RPi to my mobile on same network.

Would Respeaker Hat work for the hardware part - https://wiki.seeedstudio.com/ReSpeaker_2_Mics_Pi_HAT/ ?

What about the software?
