From a quick look at the source code, SuperTuxKart can be compiled for either OpenGLES2 or OpenGL3 (looks like it might need 3.3).

The RPi 4 (well, all RPi's to date) can do OpenGLES2 natively (the RPi4 can go upto OpenGLES3) but I don't think they can do full OpenGL3, OpenGL2 (2.1?) is the highest currently supported. The RPi4 can probably manage a large subset of OpenGL3 (not earlier RPi's) but afaik the mesa drivers don't without dropping down to software rendering (I don't think they support partial support or mixed hardware/software rendering).

I got Supertuxkart working.
Some graphics needs work, it popped up a warning but still ran fine.
The kid had no complaints playing it.

It was on Gentoo64 which had a later version of Mesa at that time.
I prefer to put OpenGL games on Gentoo64, they seem to work better there at the moment.

Mesa is getting better, some external people working on it as a recent blog post explains.
Some enhancements getting mainstreamed in new releases.

Don't think I have tried the latest STK version yet, it might have been 0.93?
