Basically I have tightvncserver 64 bit installed on Laptop....I have installed xtightvncviewer on Pi....I have found that if I run the viewer and put in the local IP address I can log on to my laptop....This all sounds great except I found that if I turn off my internet on my laptop by "clicking on the internet access at the bottom of the pc and disconnecting" that my VNC viewer on the Pi when issued will not bring up the password login and just hangs there....If I "reconnect" all works again....
I'm assuming that when I "disconnect" this essentially is disconnecting me from the public IP and not the local IP....is this correct?
Also when all of this is working in a local network do I need to be tunneling it over SSH or because I am on a private local network am I safe?

Yes, TightVNC works on Windows (client and server) on LAN (or WLAN) only. I haven't tried it on Linux or Raspbian specifically but I would expect it to work the same way.
