Accessing the non-GPIO peripherals on Rpi 3+

Hi guys,
I'm interested in building a driver that accesses the I/O of the non-GPIO pins of the Rpi. Is there a way to do this, such as accessing the hardware addresses and enabling the pins, even without having anything enabled on the line? I'm looking into enabling the display address but I don't have a connector. What I'm looking for is something like a hotplug.
Any help would be appreciated, thanks
