pi3b+ never downclock (even in powersave)

Hi,

I found that my pi 3b+ is never clocking down. Even if i stop all my programs.

If i force powersave mode, it still goes all the way to 1.4ghz (downclocking to 1.2 afterward).

I have no power supply errors in dmesg. I have ~67 degrees all the time.


Is there any way to check why the cpu is not going to low frequency?

Note that the pi is headless and have a servo hat attached to it. (air flow is not the best...)

Are there any programs or services running that you are unaware of? For example, has it been hijacked and forced to run mining software or similar?
What do you see if you type 'top' in a terminal?

When i disable my cpu hungry services, i have only screen with a couple of zsh.


I already tried with killing my apache, openvpn etc...

My main problem is powersave not supposed to force low clock?
