Turn on WittyPi via Solar Panel outdoors

I want to use my Pi outdoors for measurement. I measure the temperature and some other things periodically via the wittyPi. But I also want to make the wittyPi turn on when light hits a solar panel and it emitts a certain voltage. Then he also should just turn itself on, measure stuff and shut itself down. So the best thing would be something that emitts a 300-500ms pulse on the breakout-board to the switch port. But only once even if it is exposed to light for a longer time. But when it gets dark again and then becomes light it should fire another pulse. Do you have any idea how I can do this maybe with some timers OPamps transistors and stuff. Or does such a thing already even exist??? Important would be that it is something that can sustain itself and doesn't consume too much energy all the time because I'm using it outdoors. If you have any ideas or suggestions please tell me. It would help me a lot
