[USB boot] Different behavior with two usb stick of the same brand

Hi,

I'm experiencing a strange issue with my Raspberry Pi (with Touch Display) booting from USB.
I have setup the otp to enable boot over usb, there is currently no sd card in the Pi.

I have two USB Stick "SanDisk Cruzer Fit 16GB" with the same installation, only partition size differs a bit but the partition structure is the same.

Boot sequence with first stick :
- connect power
- wait for 5 seconds (sd timeout)
- the USB stick led lights up (the Ethernet leds stay shutdown)
- the green light on the motherboard lights up and everything boots fine

Boot sequence with second stick :
- connect power
- wait for 5 seconds (sd timeout)
- the USB stick led lights up rapidly then the Ethernet leds light up as well and the pi doesn't boot.

Now if I connect a wireless keyboard dongle with the second stick it boots fine (same sequence as the first USB stick).
I also tried to increase the USB timeout but it didn't change anything.
I don't understand why the second USB stick requires the dongle to work...

I ended up dd'ing the whole USB stick, still not booting with the USB stick alone.

I think the RPi3B sometimes had problems with the OTP bit booting - it looks to me that it is possibly trying to boot from the network - that's why when you put the wifi stick in, it boots from USB. (If you remove the cable, it will likely boot from USB too.)

(They have improved the boot sequence on the RPi3B+)

In fact it’s just a keyboard dongle, so probably recognised as a hid device. I don’t think such device should impact the boot sequence.
Do you have any details on the rpi 3b+ updates ?

How did you prepare these two drives (step by step, please), and why are the partitions different?

How did you do that?
My mind is like a browser. 27 tabs are open, 9 aren't responding,
lots of pop-ups...and where is that annoying music coming from?
