Where is the first palce in the boot sequence where I can turn off usb power?

I am looking to turn off the usb power (which has an wifi module) as soon as possible in the boot sequence (and depending on some factors I might turn it back on later or not).

Similarly, I would like to turn off the hdmi power as well, where can I do that at the earliest place?

Stick it in /etc/rc.local that's easiest.
