What version of Windows are you using?
Are you sure you correctly added dtoverlay=dwc2 as a new line in config.txt, and modules-load=dwc2,g_ether to the end of the line in cmdline.txt? Make sure cmdline.txt is all one single line with no breaks. Make sure you use a pure text editor that doesn't embed hidden formatting codes.
If those files were edited correctly, the driver should be installed automatically by Windows 7 or later, but if it isn't you can try and install it manually.
