rpiburn for automated PSU testing

Introducing rpiburn, a new tool for heavy load power supply testing. This program will make a Raspberry Pi board to consume as much current as possible, but aborts if the processor becomes overheated, a brownout (under voltage) condition occur or something else bad happens. Testing can be conducted in the background and completes in about two seconds. Handy for system health monitoring.

I haven't tested it with Pi 4, but likely it will work to some extent. Not 100% optimized of course, but better than nothing. Feel free to help out with improving it. :)
