First of all, I goofed with the current consumption. Typing on an iPad has it's challenges. The current is about 40mA, not 4.
I cannot see a clock on my scope coming from the X1 x-tal. I see a steady 0.7V on pin1 and only some noise on pin3.
If I "hoover" with my probe closely above the PCB, there is high frequency noise generated, so something is working.
I also used my scope to test several of the PPX test points and again the power supply lines seem to be there and within specs.
There is very little else I can do as this micro component level, so whatever happened happened and fried something on my RPI while it is was working.
With a little ceremony, I pulled the life support system and all life signs quickly stopped. May my RPI RIP.
Thanks for the suggestions and the condolences!
