Just use the circuit for a Pi project and replace each GPIO connection with a push button?

I guess I don't quite understand...but you can run wires directly from the gpio pins to whatever switch/led without needing an inermediate board. But I wouldn't call it simulating - it's using the real deal.

It would help, if you stated which board you do not want to buy.
At the moment, I am assuming you do not want to buy the Pi.

Buy the Pi. Best $5/$20/$25/$35 ever spent.
