Change default X11 display resolution

I have a Pi2. I like to use X11vnc to make the X display available on another Linux box runing a VNC client. If I have plugged our HD TV set into the HDMI port on the Pi the resolution in display 0 is large and when I access the GUI via a VNC client it's quit adequate. On the other hand, if I have nothing connected to the HDMI port, the X server initiates a 656x416 display which I can still access using VNC, but it's too small for most purposes. Is there any way to to make the default X server display come up at a higher resolution when there's no physical display device connected?

alter config.txt and uncomment the framebuffer width and height lines and set them to what you want

e.g
framebuffer_width = 1024
framebuffer_height = 768

Thank you, mattmiller. The fqn of the file is actually /boot/config.txt. Making the change you suggested gave me exactly the result I wanted.
