HDMI-CEC not workig if TV on stand by mode

Hello everyone!

I try resolve this problem for months and nothing resolve.

Situation:

Both TV and Raspberry are turned off, In fact, my TV on stand by mode and Raspberry plugged off from USB charger (motorola 2A)

First I turn on my Raspberry and after 30 seconds my OpenELEC is running, then I turn on my TV, but I can't use my remote control over HDMI-CEC.

When I change the order, first turn on my TV and after 5 seconds turn on my Raspberry, everything works like a charm!

My setup.

Raspberry Pi model B
SD Sandkisk 4GB class 4
Motorola USB charger 2A
HDMI cable 1.4 with HDMI-CEC support.
OpenELEC 4.0.7 (I used version 3 and get same problem).
TV Panasonic PV80 with HDMI-CEC support.

I add my config.txt with this lines:

disable_overscan=1
hdmi_force_hotplug=1
hdmi_ignore_cec_init=1
hdmi_drive=2

I try use my others 6 HDMI cables, all then works with HDMI-CEC if first turn on my TV.

Can someone help me with this problem?
