Better** to post more details of your problem keyboard and mouse (Make, model etc.). Are they wired or wireless? Do they appear as "working devices" in http://elinux.org/RPi_VerifiedPeripherals ? Try booting into NOOBS with just a "cheap & cheerful", basic wired keyboard + RCA video connection. (You don't need a mouse to navigate the NOOBS menu's, the tab & cursor keys should work too).

When you turn on the Pi does then "OK" / "ACT" light flash??

To be honest I'm not convinced the Pi is actually booting from the SD Card which is probably why mouse / keyboard are not working.
Try flashing a copy of Raspbian using the RAW image file and Win32DiskImager utility.
After flashing card edit the file config.txt using notepad++ (don't use notepad for Windows it doesn't handle unix style end of line text i.e. cr vs crlf) make sure you have sdtv_mode=2 present but without # prefix.

Now boot SD Card into the Pi and it should load Raspbian with composite PAL video mode enabled.

At this point I would try with a different power supply, borrow one if you don't have another. It is very rare for the Pi USB ports to not work. If you have any other type of 5V power supply with at least 1A. Also it would be best to use a Monitor or TV hooked directly to the HDMI to troubleshoot.

In your video from what I could see only, the Red LED is the only one illuminated on your board and you still had both USB devices connected to the Pi.

Here are the LED status definitions:
ACT – D5 (Green) – SD Card Access
PWR – D6 (Red) – 3.3 V Power is present
FDX – D7 (Green) – Full Duplex (LAN) connected
LNK – D8(Green) – Link/Activity (LAN)
100 – D9(Yellow) – 100Mbit (LAN) connected

So once you plug the power in and have a good SD card you should get Red first then Green flashing. The last three lights are for network access. Please leave only the keyboard plugged in and let us know what the status lights are. If you don't get the Green LED then there is a problem with your SD card or the Image on the card.

I don't think it's really a problem of "not enough power from usb ports". Unfortunately your "trouble-shooting" approach has not been systematic (eg. change only one thing at a time, record what happens - such as the LED behaviour like @Pi_Fanatic refers to, measure the testpoint volatage etc.)** Although you (eventually) stated that the keyboard & mouse "had" worked initially, without you checking them on another computer and a different keyboard or mouse (known to work, again on another computer) it's virtually impossible to tell whether one or other of those devices have "broken" and/or the Pi has been damaged somehow.

At this point in order to fully troubleshoot this you will need to gain access to a HDMI monitor or TV with HDMI input. Since HDMI is the native output of the board and Composite requires user intervention by either editing a file or pressing a key, I would strongly suggest testing with HDMI output. That way you can easily see what is happening and eliminate symptoms systematically.

The text on the video was unreadable but if you are referring to the "fsck" error from your other post, I replied to that earlier and gave you the answer. Also I thought you said the composite video was not working yet you give us a video of a working screen.

Whilst video links can sometimes be useful, it would be better (ie. easier for us to see the screen text etc.) if you just posted a snapshot (single-frame) from your webcam (if that's what you're using) using the forum's "Upload attachment" function.

HaswellPi, you have asked this question a number of times and I think we are at a standoff here. You don't "Power up a mouse and keyboard", the USB ports either work or they don't and the USB ports not functioning is very rare. If you have a multimeter and a spare USB cable, you could cut a USB cable and test the voltages coming out of the USB port i.e. Plug the USB A Male end into the Pi USB port and then test the red lead against the red wire and black lead against the white wire. If the USB is functioning you should get a 5V or close to 5V reading from either port.
