Unable to format SD card, Tried DISKPART

SD card stopped working, as evidence of no video on my Raspberry Pi and a replacement SD card worked fine.

OS: Vista
4Gig Card came with a Raspberry Pi kit
Was working and preloaded with NOOBS.
Successful install of Raspian
Then stopped working.
Started with SDformatter4, windows still did not recognize.
So I tried a slurry of other formattings from 3rd party to DISKPART

Disk Management tells me 3.82G RAW and Healthy Primary Partition

Active@ Partition manager also states the filesize and lists it as unknown.

Here are my results of DISKPART
DISKPART> select disk 2

Disk 2 is now the selected disk.

DISKPART> list disk

I think my computer is lying to me, and I don't know how...
I bolded what I thought was most interesting and what I hope could tell me what is wrong.

Any help would be most appreciative, thank you in advance.

After you write the new one single 3.9GB partition close diskpart, safely eject the card. Re-insert it and carry on to the next steps.

I am wanting to use the old 3.9G card as a backup.

What diskpart command are you referring to as "write the new one single 3.9GB partition" ?

any create partition command states the error no partition selected.

Some of the format commands act like they are working and the percentage counts up but then shows:
"0 percent completed

DiskPart has encountered an error: The parameter is incorrect."

I do not understand why diskpart will not select the partition.
